참고하시기 바랍니다. announce (Macmillan English Dictionary) 1 to make a public or official statement, especially abouta plan, decision, or something that has happened: There was a press release announcing the Senator's resignation. 2 to tell people something clearly or loudly: "Well, I must be going," she announced. 3 to give information over a loudspeaker in a public place such as an airport: When your flight is announced, make your way to the departure lounge.

이의를 제기하신 분은 ‘the offender's team must operate a player short’를 ‘the offender's team must operate, with a player being short’로 '내용상(또는 해석상)' 분사구문으로 이해하여 with와 being이 생략되고, 그 결과 [a player short] 앞에 콤마가 있어야 된다고 하셨는데, 내용(해석)은 그렇게 이해하셔도 좋으나, 실제 문장 구조나 용례는 그렇지 않습니다.

다시 말씀 드려, [a player short] 앞에 콤마를 찍지 않는 것은, 예를 들어서, [*He remains, silent] 혹은 [*He is, silent]가 silent 앞에 콤마를 찍을 경우 이상한 것과 같은 이치입니다.
